Independent Evaluation of CAMEALEON

Independent Evaluation of the programmatic impact of CAMEALEON on WFP multi-purpose cash programming in Lebanon (2022)

CAMEALEON – the Cash Monitoring, Evaluation, Accountability and Learning Organizational Network – provides third-party MEAL support for the World Food Programme’s multi-purpose cash programme. As such, it aims to strengthen transparency and accountability, provide quality assurance, ensure value for money, and bridge evidence gaps, while also improving and informing cash programming globally.

Conflict Management Consulting (CMC) carried out this independent evaluation of CAMEALEON’s Phase I programmatic impact, which ran from December 2017 to March 2020, and its impact on most of Phase II, running from April 2020 to September 2022. The evaluation also assessed to what extent CAMEALEON’s research, analysis and recommendations had contributed to improving the WFP multi-purpose cash programme, how it had informed the wider cash response in Lebanon, as well as its contributions to humanitarian cash practice globally.

For the evaluation, a qualitative mixed method approach was employed, including mapping and triangulation of evidence, collecting primary data through key informant interviews (KIIs) and Focus Group Discussions (FGDs) with stakeholders and beneficiaries.
